When can I use LED fog light?

From the national government, the following is communicated about the use of fog lights: "You may only use the front fog light if fog, snowfall or rain seriously obstruct visibility. You may use the rear fog light only in fog or snowfall that reduces visibility to less than 50 meters. You may not use the rear fog light in heavy rain. When the fog lights are on, the low beam headlights do not need to be on."
