The Spartan 3 is equipped with a dual-power spec. This spec was added to meet ECE-R112 certification. The moment the lamp is connected at 100%, the luminous intensity is too much to stay within the limits of R112 certification. The moment the lamp is switched on in reduced power it does comply with the standard. So officially you are not allowed to run the full power on public roads, only off-road. The reduced power is homologated for the public road.
